CalOMS Office Hours Discontinued

Starting July 23, CalOMS will become a regular topic in the weekly State Reporting office hours, and the biweekly CalOMS office hours session will be discontinued. Participants who previously attended only the CalOMS office hours will need to sign up for State Reporting office hours to continue receiving updates and video recording links.

Monthly Server Maintenance July 26

This is a reminder that monthly server maintenance is scheduled for Sunday, July 26, from 12 a.m. to 3 a.m. PT.

During this maintenance window, the SmartCare application will be unavailable. Please plan accordingly and notify staff as needed. Questions and concerns can be directed to the CalMHSA EHR Help Desk.

Travel and Documentation Time Tracking

The requirements for entering Travel Time and Documentation Time will be activated on Monday, July 27. Please notify staff accordingly.

High Fidelity Wraparound CANS Report Feedback Requested

CalMHSA developed a new report, CalMHSA 127 – CANS Scores for High Fidelity Wraparound (HFW), which will list clients whose recent CANS scores meet HFW requirements. The report is still in testing, and the related Knowledge Base article will remain in progress until testing is complete. Counties are encouraged to review the report and provide feedback to [email protected].

Updates to Contract Provider Invoicing

The Contract Provider Charge Export will now include the Mode of Delivery field, a change that will support invoicing for BH Connect monthly bundles. This update will ensure encounters are correctly counted toward a full or partial bundle, in line with DHCS billing guidance.

New versions of the invoice generators are available on the Knowledge Base.

Important: The updated Contract Provider Charge Export will only be compatible with the current invoice generators posted on the Knowledge Base, including the version released at the end of June with the 2026-27 fiscal year tabs. Invoice generators posted before these versions will not be compatible with the updated export.

For more details on how invoicing works for BH Connect monthly bundles, see Invoicing for BH Connect – 2023 CalMHSA.

Reports to be Kept Active in SmartCare
During System Administrator meetings, several counties requested that nonessential reports be removed from SmartCare. CalMHSA consolidated those requests and created a list of reports that will remain active in SmartCare after the cleanup.

Counties are encouraged to review the list carefully. Questions or concerns about reports included or excluded from the list should be submitted as a Help Desk ticket with details for further review.

The removal of nonessential reports will take place on July 30.

QA/UR & Administrative Time Documentation

CalMHSA will introduce new SmartCare functionality to help counties document and track reimbursable QA/UR and administrative claiming activities. A new Details page and companion report will allow counties to document QA/UR and administrative time directly within SmartCare, without relying on outside spreadsheets or manual tracking methods. The functionality will be available to all SmartCare counties.

How-to resources:

Counties participating in Policy Implementation Support will find additional resources on this topic, including a dedicated playbook and hands-on technical assistance.

Counties participating in CalMHSA’s Policy Implementation Support will find added value here as well. One of the most recently released playbooks, Maximizing QA/UR and Administrative Claiming, will focus specifically on this topic. Counties that opt into Policy Implementation Support under the new FY 2026-27 QA/QI Participation Agreements will receive implementation support and guidance on six new policy topics, as well as access to all six policy playbooks developed under the previous participation agreements, including this one.

Hands-on, in-depth technical assistance reserved for participating counties will include:

  • A custom QA/UR & Administrative Claiming EHR Code Set with mapping to activity categories, subcodes, and claiming pathways, including Proposition 30 considerations
  • Practical guidance on administrative cost allocation methodologies, with calculation examples for audit-ready claiming
  • A county guide to tracking QA/UR and administrative activities across real-world job functions
  • A reference tool for DHCS claiming workbooks (MC 1982-B, MC 1982-C, DHCS 5311, DHCS 5312) to help fiscal teams understand required fields before submission

All counties, regardless of participation, are welcome to reach out with general questions about QA/UR and administrative claims. CalMHSA’s Behavioral Health Fiscal Academy offers additional resources covering QA/UR and administrative claims, along with other key fiscal topics for county behavioral health finance professionals. Explore the Behavioral Health Fiscal Academy.
