FSP Data Submission Milestone: First Set of Files Accepted by DHCS
FSP data submissions reached an important milestone last week. With the recent deployment of v5.3 XSD formatting updates, in partnership with our FSP pilot county, Ventura, DHCS accepted SmartCare’s first set of PAF, KET, and 3M files.
While the tests helped to identify needed adjustments, the successful batching and submission of this data is an indication that the fundamentals have been established within SmartCare. Additional testing will continue over the next few weeks as we increase submissions and standardize workflows, with more successful runs expected based on these initial results.
Help Desk Closed for Labor Day Holiday
CalMHSA and the Help Desk will be closed for the Labor Day Holiday on Monday, Sept. 1.
June MSP Updates in Production Sept. 9
The June MSP will be loaded into all Production environments on Sept. 2. CalMHSA appreciates all users who participated in testing and submitted feedback. The July MSP is scheduled to deploy to QA environments on Sept. 9.
New Procedure Codes Based on DHCS Updates
As discussed at a recent billing office hours meeting, CalMHSA has implemented new procedure codes based on new DHCS codes noted in a system change notice on May 30. This includes updated mode of delivery selections for the primary driven procedure codes. Counties will need to update the mode of delivery selection for their custom procedure codes in SmartCare.
The new procedure codes from DHCS include new add-on codes; CalMHSA has added those, based upon DHCS billing service table requirements. Because the new codes require a Medicare COB, CalMHSA has also updated the ZZ Medicare Plan Template from the primary system to exclude degrees that do not bill Medicare. Next, CalMHSA will be preparing the procedure rate updates for the new codes and will notify counties when those are available QA for testing.
USPS Address Verification – Keep Configuration Key Off
Counties are advised to keep the USPS Address Verification configuration key disabled until further notice.
Why:
- Functional Defects: Testing in QA revealed that the feature sometimes fails to save changes, creates duplicate “active” addresses without end dates, and triggers frequent “Too Many Requests” errors caused by USPS throttling. Streamline is investigating root cause and cleanup methods.
- Privacy Risks: As raised by Kern County on a Sys Admin call, USPS stores verified address data and may share it with third parties under their terms of service.
- Deployment Impact: While this issue does not block the June MSP deployment, CalMHSA recommends all counties confirm that the key (EnableAddressValidationThroughUSPSInterface) remains set to OFF.
Next Steps:
CalMHSA will provide further updates once Streamline delivers a fix and root cause analysis.
Counties considering future use of this feature should review USPS Terms and confirm alignment with local privacy and security policies.
TB PPD Flow Sheet Enhanced With Time Field
A time field has been added to the TB PPD Flow Sheet, to support more accurate documentation of TB testing and ensure consistency in clinical records.
