CARE Act v2.1 Form Updates
On Sept. 21, version 2.1 updates to the CARE Act Reporting Document were deployed to all county production environments. These documents include logic based on the reporting period to conditionally hide/display questions required for v2.0 data collection (periods prior to July 1, 2026) as well as v2.1 (July 1, 2026 and after), allowing counties to revise existing records to capture missed data.
The accompanying data extraction logic is expected to be available in QA environments over the next few weeks with targeted delivery to production by the end of October.
Additional information will be provided during weekly State Reporting Office Hours.
Monthly Server Maintenance Sept. 27
Monthly server maintenance will take place between 12 a.m. and 3 a.m. on Sunday, Sept. 27. The SmartCare application will be unavailable during this window. Please plan accordingly and notify staff as needed.

Waitlist Priority Section: Labels Updated, Guidance Pending
Please note that the labels have been updated in the Program Assignment Details screen for the Waitlist Priority section as CalMHSA determines how to best utilize this section. For now, counties can leave this section blank until further guidance is provided.
New Invoice Generator Versions Available
The latest versions of the Invoice Generators are available for download: Contract Provider Data Entry Only.
An issue was addressed in the previous version of the Invoice Generators that affected invoices for clients whose primary payer was Medicare or OHC. When the “Standard & Commercial” option was selected on the Settings tab and the service was a group code, the HQ modifier was not automatically appended to the T2021 upon conversion, causing the service to invoice at the individual rate instead of the group rate. Services that were part of a Group Service in SmartCare, and for which the Group Service ID was populated on the Contract Provider Charge Export, invoiced correctly.
