Smartcare and CalMHSARx Roles and Permissions

When your county’s provider data is first uploaded into CalMHSA Rx’s Partner Portal Portal, each provider was given the role of Provider, Clinical Staff and/or Non-Clinical Staff based on what your county submitted. 

These uploaded base roles can be changed to the following through a request to CalMHSA:


Assigned Provider can be changed to: 

  • Clinical Staff  
  • Provider 
  • Provider Leader 
  • Student Staff 

Assigned Clinical Staff can be changed to: 

  • Front Desk Staff 
  • Non-Clinical  
  • Clinical Staff  
  • Student Staff 

Assigned Non-Clinical Staff can be changed to: 

  • Clinical Staff 
  • Front Desk Staff  
  • Student Staff 

Assigned Provider Agent: 

  • Provider 
  • Clinical Staff 
  • Non-Clinical Staff

**Any users can have additional roles of: Provider Agent, Supervisor and/or Administrator.

To change roles 
The Provider Agent role is the only role that can be changed within the county system, Otherwise, your county admin can submit a request to CalMHSA to change the roles , as needed. 

The Definition of CalMHSARx Roles 

Provider: Any user that will be prescribing with their own license. Examples: physician, chiropractor, physician assistant, nurse practitioner, dentist, etc.  

Clinical Staff: A user with the ability to create prescriptions that the provider will then sign. They can add/edit patient medications & allergies in addition to functions detailed in non-clinical role type.  

Provider Agent: Any clinical staff that is also able to send a non-controlled prescription electronically to a pharmacy on a provider’s behalf, with the provider signing off on the prescription later. Only the provider can enable or disable their provider agents (see separate manual for this functionality).  

Student Staff: Much like a Clinical Staff, except they cannot print prescriptions or be set as a Provider Agent. 

Non-Clinical Staff: Member type that allows a user to add patients to the practice account, edit patient demographics, designate patient default pharmacy, and view prescription report.  

Front Desk Staff: Member type that allows a user to add patients to the practice account, edit patient demographics, and designate patient default pharmacy 

Admin: Depending on the base role, this will impact your ability to view or modify.
