Crisis Stabilization Procedure Rate, Billing Configuration Update
To support the maximum allowed 23-hour limit for billing purposes in FY 2024-25, CalMHSA has added the following updates:
- A new procedure code called Crisis Stabilization – Extended Hours
- A new add-on configuration to capture the extended hours. The extended hours procedure code is not billable but will calculate a rate and charge, and it will be generated when services extend beyond 23 hours.
- New procedure rates for the Crisis Stabilization procedure codes 135 & 136 to max out the billable service at the 23-hour limit.
Please note: Because the new procedure code is set up under the MH Medi-Cal Plan to not bill and cascade to the next plan — which most likely will be the client account — counties will need to pay particular attention to how the extended hours are managed.
Reminder: Review User Counts by Oct. 28
As part of the effort to align SmartCare user counts with contracted limits, Streamline has set a deadline of Oct. 28 for counties to address any users exceeding their contracted amounts.
Action required: Please check whether your contracted user limits are exceeded in SmartCare and make necessary adjustments to comply with current contracted limits. Billable users are defined by both “Can Login” and “Active.”
Going forward, both Streamline and CalMHSA will bill for all users marked as “Can Login” and “Active.” On Oct. 29, CalMHSA will review all user counts and issue updated agreements to reflect any increases.

County Decision-Making: Send Us Your Thoughts on Changes to Discharge Summary Document
CalMHSA has received a request to change the Discharge Summary document to allow non-authors to edit it and add their department’s specific information. The document would still be signed by one individual, but could be cosigned by all participants if desired.
