Welcome to Initiative Optimization (IO) Services

CalMHSA’s Initiative Optimization (IO) Services help county behavioral health plans translate complex statewide requirements into clear, operational practices. The IO service is available to counties participating through a CalMHSA Participation Agreement for this specific service.

Policy Playbooks 

Through IO Services, CalMHSA develops a suite of Policy Playbooks that provide practical guidance connecting policy expectations with SmartCare workflows. Each Playbook includes step-by-step operational guidance, supported by data tools or dashboards that strengthen consistency, compliance, and continuous quality improvement. Counties also get access to on-demand training to support effective use of Playbooks and dashboards.
