2026 Submission of TADT

Purpose

This protocol is to inform counties about CalMHSA’s recommendations for the 2026 submission of the TADT.

Summary of 2026 TADT

There were very few changes made from the 2025 TADT to the 2026 TADT. We have outlined the changes below.

  1. The Referral Source field has been updated.
  2. Some typos have been fixed.
  3. “Wait List” columns have been renamed.
  4. References in the Facts and Circumstances columns have been changed, but appear to be typos.

What this Means for SmartCare

  1. The global code that’s used for the Referral Source field (XTADTReferralSource) will be updated to match the changes. Specifically:
    1. Deactivate “Juvenile Hall/Camp/Ranch/Division of Juvenile Justice” and change External Code 2 to “19” (this change will put this under “other” for 2026 submission)
    2. Deactivate “Probation/Parol” and change External Code 2 to “19” (this change will put this under “other” for 2026 submission)
    3. Deactivate “Jail/Prison” and change External Code 2 to “19” (this change will put this under “other” for 2026 submission)
    4. Deactivate “State Hospital” and change External Code 2 to “19” (this change will put this under “other” for 2026 submission)
    5. Change External Code 2 for “Crisis Services” from “22” to “18”
    6. Change External Code 2 for “Other Referral” from “22” to “19”

The report will not need to be updated, as it uses the External Code to pull in the appropriate code for the official TADT report (Report #811). This means that any documents in the past that selected “Crisis Services” for the Referral Source will appropriately show as “18” when Report #811 is run. No additional development or county intervention is needed.
This change will occur on Friday, April 17, 2026.

  1. No updates needed.
  2. We will update the CalMHSA reports to match the new headers.
    1. Update CalMHSA 810 report column header text from “Wait List” to “Was the member offered an appointment outside of the applicable standard?”
    2. Update CalMHSA 810 report column header text from “Wait List Reason” to “Why was the appointment offered beyond the applicable standard?”
    3. Update CalMHSA 811 report column header text from “Wait List” to “Was the member offered an appointment outside of the applicable standard?”
    4. Update CalMHSA 811 report column header text from “Wait List Reason” to “Why was the appointment offered beyond the applicable standard?”

CalMHSA is already developing the updates for these reports. This shouldn’t stop the county from running the report, as only the text of the headers are changing. These reports do not need any other updates other than changing the text of some column headers. Once the global code changes are made (see #1 above), counties should feel free to run the 810 and 811 reports to prepare for the submission to DHCS.

  1. No Updates Needed.

Other Changes

CalMHSA has decided to add an additional validation to the DMC-ODS and DMC-SP Outpatient documents. This is to address the DMC timeliness standard, “All appointments where Withdrawal Management (WM) is offered/utilized shall be considered urgent.”

CalMHSA is in development to change only these 2 documents, which are the only documents to include the withdrawal management question. A new validation will be implemented whereby if the user indicates that withdrawal management services were provided, the urgency field will be automatically marked “Yes” and become uneditable. All validations that apply when urgency is marked as “Yes” will be applicable. If the user changes the withdrawal management question to be “No”, the urgency field will become editable again, but will remain marked as “Yes” until the user changes it.

The prior authorization field will not be impacted in any way.

We do not currently have an ETA on this change, but hope to have this deployed to SmartCare production systems by the end of June at the latest. Please begin training your staff to this upcoming change so they are not surprised.
